Please complete the form below to submitt a suggested new rule to the HM Handbook. When suggesting a change to the current Horse Management Handbook & Rules for Rallies, remember a well researched, carefully prepared proposal will have a better chance of being approved and will have a more meaningful impact on the fairness of competition and the welfare of the horse. In proposing a rule or modifications:
1) State the problem.
a. How would adding, deleting or changing a rule or section solve this problem?
2) Determine the scope of the problem. Is this a club/center, regional, or national problem? Just certain rallies? Just Championships?
3) Develop as many possible solutions as you can.
a. Ask others for theirinput.
4) Choose one possible solution thatappears to be the most appropriate and fits the stated mission and goals of Pony Club.
a. The solution to the problem may be something that can be accomplished without a rule change. A rule change is not always the best solution.
5) Submit your proposal with proper wording.
NOTE: Rules may not be added, modified or deleted that change USEF, USPC or Code of Conduct policies or permit illegal activities. The Horse Management Committee may contact you regarding your proposal and you may be asked to consider certain amendments. The Horse Management Committee has the authority to amend or decline any proposed rule change.
