Delegate Nomination Qualifications
Nominees must:

Be between 18-23 years old as of January 1 in the year of the Congress;

Have passed a national certification (H-B, C-3, B, H-A, A);

Demonstrate leadership and volunteerism;

Embody the qualities mentioned in the USPC Mission Statement;
Instructions for DCs, CAs and RSs
Clubs and centers should select nominees based on the above criteria. Each club or center may recommend to their Regional Supervisor one or more Pony Club members. The DC/CA /RS will need to complete the nomination form.
Each region may select one youth delegate and one alternate delegate for the annual National Youth Congress, held each year prior to the USPC Convention. Please note, alternate delegates are not guaranteed a seat at Youth Congress. Priority will be given to nominations closest to 23 years of age and the availability of space to accommodate alternate delegates. Please be sure alternate delegates are aware that they may not be accepted to attend Youth Congress. All selected delegates will be notified by mail by late November of their selection.

You will receive an email from the Instruction and Testing Coordinator:

To confirm the NYC delegate submission by club/center for your Region.
All materials must be received by November 30th in order to reserve delegate space(s). Please note, after the November 30th deadline, your Region’s delegate space(s) in the NYC will be forfeit and may be filled by an alternate delegate from another Region. Incomplete application or applications submitted after November 30th will be considered on an alternate basis.

To complete their application into the National Youth Congress, the delegates must provide some additional materials and information.

Additionally, if registration fee is not provided by your Region, you must register via the online Convention Registration portal.
NOTE: If applications are incomplete, you will be placed on the alternate list. In addition, your information may not be included in the NYC program and you might not receive your information packet.
